Impartiality Policy
QUALITY HUB SAFETY CONSULTANCY L.L.C named as QHSC is the legal entity responsible for personnel certification activities in the field of fairground and amusement equipment personal.
QHSC its Chief Executive Officer, Staff fully understands the importance of impartiality in undertaking its Personnel certification activities. QHSC ensures that in all its dealings with Candidates or potential Candidates all employees or other personnel are and will remain impartial. To ensure that impartiality is maintained it can be demonstrated through the following established principals:
QHSC Certificates are only issued following a review by an independent authorised and competent member of the management team (who has not been involved in the examination) to ensure that no interest shall predominate
QHSC offers training related to personnel certification only through registered freelance trainers whom are contracted to perform the training duties, hence the impartiality of the examination and certification process is maintained as it is independent from the training activities.
QHSC does not offer (and has never offered) an internal examination service as consultancy to its certified persons.
QHSC partner may have share or ownership of other parties that is using certified person, hence those partners are not involved in any of the work flow process that includes training, examination or certification activities unless mitigation methods are established.
QHSC does not have (and will not form) any relationships with companies who offer consultancy or training or other services that can be construed as having an impact on the certification services provided by QHSC. Any proposed relationship between QHSC and any other company will undergo a risk assessment by the Committee for Impartiality prior to that relationship being formalised. Any current relationships with companies, organizations and individuals will be risk assessed on a regular basis to ensure that the relationship does not impact upon the impartiality of the personnel certification process.
QHSC Top management are committed to development, implementation of the management system in accordance with ISO/IEC 17024.
QHSC Top management ensures that policies are understood through the enhanced contractual agreement and implemented and maintained at all levels of the certification organization.
Individuals employed by or otherwise contracted to QHSC are required to document and record their current and past relationships with all companies. Any situation past or present which may present a potential conflict of interest is required by QHSC to be declared. QHSC will use the information to identify any threats to impartiality and will not use that individual in any capacity unless they can demonstrate that there is no conflict of interest that could jeopardize the integrity of the examination or certification process.
QHSC will not allocate a member of staff or subcontractor to a management system examination where any past relationship has existed. Exceptionally and at the discretion of the Director an individual or sub–contractor may be allocated to a management system examination where a past relationship has existed considering the risk has been either eliminated or mitigated to an acceptable level.
QHSC does not and will not offer any commission, (‘finders fees’ or other inducements) to any individual or company in respect of referrals of Candidates.
QHSC may offer specific training to any company in respect of implementing a particular standard for that company, however the examination and certification process remains impartial and independent of any training offered.
Examiners and others involved in the certification process are not and will not be put under any pressure and will not be influenced in any way to come to a particular conclusion regarding the result of an examination. This process was made easier since the written examination uses an offline software that randomize the questions from the question bank, hence not even two candidates will have the same questions/sequence of questions. For the practical examination will have general sequence and it is always different since the ride/device changes from time to time and from examination to examination, hence even the examiner does not know the examination well in advance since it is ride/device and site dependent.
QHSC has zero tolerance policy implementation, hence any breach to any of its policies will be ground for suspension of any activity of the individual for at least 2 month till proper counseling is successful and repetition will be ground for withdrawal of the role given and subsequent termination of the service.
QHSC’s Impartiality Norms:
No outsourcing of Examinations to Trainers.
No Referral Fees to be paid to Trainers.
Facts based communication to Candidates / Trainers.
Adherence to all Regulatory Agencies, Accreditation Agencies, Manufacturer Requirements and International Standards and other QHSC Policies.
QHSC shall not carry–out any other conflicting services other than its core business of Certification and the training as independent offered service that is not mandatory. There are accepted training records as per the local requirements and guidelines where the certification activities are taking place.
QHSC will not employ any professional conflicting its ethical policies.
QHSC will not allow any of its Examiners to carry out financial transactions with Candidates / Trainers.
QHSC will not carry–out business with any Training Institutes inducing pressures to compromise impartiality.
All employees of QHSC shall disclose any situation impairing the business ethics.
QHSC will not allow any of the Examiners to carry out examinations for the candidates at least for 2 years from the date of offering any conflicting training or consultancy services for the candidate.
QHSC will not allow any Examiners to compromise on the examination timing as required as per the regulation, guidelines and accreditation / QHSC norms.
QHSC will not allow any Examiners to conduct the examination for the customer in any category for which he/she has not been approved to conduct the examination for those categories.
QHSC maintains transparency with regard to all information.
No Examiners shall divulge any confidential information of the customer to any party without written consent from the candidate and approval by CEO.
No Examiners and invigilators carries any candidate information with them after the usage period. All candidate information shall be returned after usage.
Utmost care / verification will be carried out for granting the right scope of certification.
Any unethical practice observed will be notified to the management immediately.
QHSC will not allow any of its Examiners to accept any gifts from customer or Trainers except promotional items with value not exceeding 150 AED.
QHSC will not allow any Examiners to conduct examination for the organization where any of its family members / close relatives are working unless those identified risks are eliminated or properly mitigated.
Disciplinary actions for non–adhering to impartiality policies will be taken by the Management in consultation with Impartiality Committee if required.

QHSC, its Director, Managers, Staff and others involved in the Certification of Persons fully understand the importance of impartiality in undertaking its Personnel certification activities.
QHSC will therefore ensure that in its dealings with Candidates or potential Candidates, all employees or other personnel involved in Personnel certification activities are, and will remain, impartial.
To ensure that impartiality is both maintained and can be demonstrated, QHSC has identified, and risk assessed all relationships which may result in a conflict of interest or pose a threat to impartiality.

QHSC has formulated an Impartiality committee for ensuring strict adherence to laid down impartiality norms and for reviewing of the norms on a time to time basis.
The Management, Staff and Sub–contractors of QHSC are fully committed to providing all our customers and potential customers with a service that fully meets their requirements.
The personnel certification process will ensure that all examinations and certification decisions are conducted in accordance with the requirements of the relevant standard. In addition QHSC is fully committed to ensuring that it fully complies with all Accreditation Body Regulation, relevant standards and all requirements of any regulatory bodies.
QHSC will ensure that a professional service will be offered to customers through the use of trained, experienced and competent examiners and support staff.
QHSC will continually seek to improve the services it offers and will do so through acting upon customer’s feedback, regular internal and external examinations, and reviews of reports, reviews of staff, management review meetings and management meetings.
Any customer who feels dissatisfied with any aspect of the service provided by QHSC is encouraged to put in writing their complaint which will be responded to promptly and thoroughly investigate.
Any customer who disagrees with a Certification Decision has the right of appeal which will be put before an independent Appeals Panel, comprising individuals who are not employees of QHSC.
In conducting certification activities QHSC fully understands the importance of ensuring that the personnel certification process and all examinations are conducted in an impartial manner and no conflict of interest exists. To this end checks have been introduced throughout the personnel certification process to identify any potential conflicts of interest and an independent Impartiality Committee has been established to oversee the operations of QHSC and in particular the personnel certification process
Confidentiality Policy
All information received by or available to QHSC staff, sub–contractors or committee members (in whatever format) received in conducting examination activities, or during other certification activities, or during any dealings with an organization for any other reason shall be regarded as strictly confidential and shall not be divulged to any 3rd party (unless specified in ISO 17024) without the express permission of the organization or individual concerned unless required by law or authorized by contractual agreement. The requirement to keep confidential any information will also include any organization that has a legitimate right to examine or inspect QHSC.
Where QHSC is required by law to release confidential information to a third party the client or individual concerned shall, unless regulated by law, be notified in advance of the information provided
However, where the organization is seen to be operating contrary to legal requirements or has operating practices which pose a danger to staff, customers or the environment QHSC reserves the right to immediately report any such incident to the relevant authority without any consent from the individual or the facility.
Access to Records
All records will be retained in a secure manner, only accessible to authorised staff via either paper records or password controlled electronic records. Sub–contractors will be limited to accessing information produced by them in conducting an examination. Records will only be made available to organizations who can demonstrate a legitimate (and legal) right to view those records and specifically to Accreditation Bodies.
Confidentiality Declarations
All staff, Sub–Contractors, Director and Committee Members will be required to agree to QHSC confidentiality policy as part of their contract/agreement.
